Energy Billing Systems, Inc. is the pioneer in Military Family Housing submetering. Starting with the U.S. Army's first privatization project at Fort Carson, Colorado, Energy Billing Systems, Inc. has installed more than 30,000 meters in privatized military family housing developments across the country.

One aspect of Military Housing Privatization is the shifting of responsibilities for utility usage to residents. This program is a directive aimed at reducing utility costs in Military Family Housing communities. While this program will take many forms, residents will typically be provided with a utility allowance that is determined after a one year analysis of utility consumption in a similar home. That allowance represents the average utility usage in that housing type each month.
Residents with utility consumption below the allowance will receive the difference in a form of credit. Residents whose utility consumption exceeds the allowance will be required to pay the difference out of pocket. The ultimate goal of this program is the responsible use of utilities in family housing. The intended result is increased resources for family housing communities as a result of the savings gained through responsible utility usage.
Metering System Installations and Service - EBS will consult with developers to find the right metering solution. EBS engineering personnel have over 75 years of experience in submetering operations and will pick the AMR system and meter applications that will help achieve the energy management goals of the project.
Data Management - During the initial year of any project, data must be collected, stored and formatted for use in periodic reports. EBS will help customize reporting solutions to support decision making during this critical period of the project.
Baseline Development - EBS has extensive experience in helping privatized military housing operators to arrive at the best possible figures for baseline energy consumption. Using computerized models and DOE data, EBS has helped property operators arrive at fair and reasonable utility allowances for family housing residents. Utility allowance development is the single most important financial factor in the program.
Residential Billing - EBS offers a full suite of Web based services for family housing residents. Access to real time data, account histories and management summary data make this service second to none. EBS offers mock billing and live revenue billing options.
Payment Processing - EBS offers a flexible package of utility billing payment options for residents. Payment by check or money order and on line options; credit/debit card, electronic check are but a few of the processing services available. Real time, on line data allows payers to view account balances immediately after transactions to verify payments.
Toll Free Customer Service Center - EBS staffs a full time call center for residents to get answers regarding their utility bills and other related questions.
